CSV imports permit administrator creation and account takeover
Import and export users and customers before 2.4.2 does not enforce WordPress role-assignment or per-user edit restrictions while importing CSV records. A user holding the user-creation capability can assign Administrator to a new account or overwrite an existing Administrator's email address or password, enabling privilege escalation and account takeover. The CNA record does not disclose the import route, CSV columns or import functions.

Update Import and export users and customers to 2.4.2 or later. Review imported users, Administrator role assignments and privileged email or password changes; remove unauthorized accounts, reset credentials and invalidate sessions.
A safe version is available, so updating to that version or later is the preferred remediation. If an immediate update is not practical, consider a targeted application patch or temporarily restricting the affected functionality.

Technical description
The Import and export users and customers WordPress plugin before 2.4.2 does not enforce WordPress's role-assignment and per-user edit permissions during CSV import, allowing a user holding only the user-creation capability to create an administrator account and to overwrite an existing administrator's password or email.
